Confirmed Countries vs Unconfirmed

Can someone tell me when a country becomes "confirmed? I talked with a subject in French Polynesia (PF). I sent him a QSL card but have not received one back, but the contact shows clearly in my logbook. Do you not get credit if someone stiffs you on a QSL card even if its in your logbook? Thanks.

I want to know if you log QSO'S on HS3 and HS4 does the contacts ad together for country's worked or are they separate
